Spanish king’s son-in-law to face corruption case

divdiv class=bd readability=55pSpanish span class=yshortcuts id=lw_1325176055_3King Juan Carlos/span’ son-in-decree span class=yshortcuts id=lw_1325176055_0Inaki Urdangarin/span must face accusations of corruption in kangaroo court February 6, a judge said Thursday, in a ballooning royal scandal./p
pThe announcement by the judge in span class=yshortcuts id=lw_1325176055_2Palma de Mallorca/span took the case to a new level, formally making the 43-year-old ex-Olympic handball player a suspect in a huge embarrassment for the monarchy./p
pspan class=yshortcuts id=lw_1325176055_4Judge Jose Castro Aragon/span is investigating corruption in a non-profit organisation, span class=yshortcuts id=lw_1325176055_1Instituto Noos/span, formerly run by span class=yshortcuts id=lw_1325176055_6Urdangarin/span, who has the title Duke of Palma and is married to the king’s youngest daughter, Princess Cristina./p
pAs a suspect, Urdangarin may appear with his legist at the law court hearing in Palma de Mallorca, the judge said./p
pThe duke’s legist, span class=yshortcuts id=lw_1325176055_5Mario Pascual Vives/span, said his client was absolutely innocent./p
pWith the heavy media coverage there seemed to be a popular clamour for the duke to appear in bar, the solicitor told Spanish media./p
pEverything that has come out, all the judgements, all the stories, logically have damaged or tried to damage his honour. Now he has the chance… to begin to defend it./p
pThe ruling also unsealed related forum documents./p
pOne justice document seen by AFP says the state prosecutors are investigating suspected forgery, perversion of the course of justice, fraud and embezzlement of public funds./p
pThe discreet royals have acted swiftly over the scandal, which provoked an indignant reaction from many Spaniards at a time when five million people are out of work and the government plans harsh spending cuts./p
pThe accusation does not change our position. We continue with utmost respect for the judicial process which is the same position we have always had in this matter, a palace official told AFP./p
pWe have the utmost confidence in the work of the judges. We hope that the matter will be clarified./p
pOn December 12, the royal family suspended the duke from official engagements and the palace’s highest official, Rafael Spottorno, gave an unprecedented rebuke, telling Spanish media his behaviour does not seem exemplary./p
pPartly in reaction to the scandal, the royals revealed their detailed income for the first time Wednesday, showing King Juan Carlos received a salary, expenses included, of 292,752 euros ($382,600) in 2011./p
pUrdangarin receives no money from the state./p
pOn Tuesday, the king appeared without his two daughters as he opened parliament, a rare break from tradition and widely seen as a reaction to the span class=yshortcuts id=lw_1325176055_7corruption/span accusations, despite palace denials of any link./p
ptribunal documents seen by AFP showed that Instituto Noos was suspected of creaming off money from contracts paid by the regional government of the Balearic Islands where it is based./p
pThe investigation centres notably on a payment of 2.3 million euros ($3.2 million) to Instituto Noos for organising a tourism and sports conference in 2005 and 2006./p
pUrdangarin was president of the company between 2004 and 2006./p
pPublic prosecutors suspect the company of siphoning off money paid by the region to firms run by Urdangarin and his successor Diego Torres, according to a search warrant for the premises of the firm./p
pJuan Carlos was proclaimed king in 1975, two days after the death of General Francisco Franco who had designated him as successor in 1969. He is widely respected for helping to usher in democracy after Franco’s death./p

India’s PM, anti-graft law face parliament test

divdiv class=bd readability=34pspan class=yshortcuts id=lw_1325144178_4India/span’s government and ruling span class=yshortcuts id=lw_1325144178_7Congress party/span faced a key test to its proposed flagship anti-corruption decree on Thursday, with the span class=yshortcuts id=lw_1325144178_2upper house/span of parliament set to vote on the draft./p
pThe legislation to create a new ombudsman tasked with investigating span class=yshortcuts id=lw_1325144178_8public officials/span was approved by the lower house of parliament on Tuesday, before being taken up by the span class=yshortcuts id=lw_1325144178_3upper house/span where the ruling party is weaker./p
pCongress has been lobbying furiously behind the scenes and is counting on independents, small regional parties and its unreliable parliamentary ally the span class=yshortcuts id=lw_1325144178_6Trinamool Congress/span in order to pass the legislation in the span class=yshortcuts id=lw_1325144178_1Rajya Sabha/span./p
pThe 243-member upper house, also known as the Rajya Sabha, was set to vote on the draft bill on Thursday, possibly late in the night./p
pA defeat would be a heavy blow to the ailing fortunes of span class=yshortcuts id=lw_1325144178_0Prime Minister Manmohan Singh/span, whose administration had to withdraw another major reform earlier this month over allowing foreign supermarkets to operate in India./p
pThe anti-corruption decree, known as the span class=yshortcuts id=lw_1325144178_5Lokpal Bill/span, has been one of the biggest political issues in India for months, the subject of a wrangle between the government, the opposition and civil society activists./p
pLokpal Bill will come for voting before Rajya Sabha, V. Narayanasamy, junior parliamentary affairs minister, told the NDTV news channel./p
pHe conceded in an interview with the Times Now channel that we need the support of other parties. We are making all efforts to see that the bill is passed./p
pAnti-corruption campaigner Anna Hazare captured the public’s imagination in August when he staged a 12-day hunger strike to demand a strong bill to stamp out endemic corruption in Indian public life./p
pThe Lokpal, or ombudsman, will have powers to investigate and prosecute public officials, but the debate has been over which state officials will come under his purview and his autonomy to pursue them./p
pHazare channeled widespread anger over graft fed by a series of high-profile corruption scandals involving ministers in Singh’s cabinet and senior figures in the Congress party./p
pHis latest campaign demanding that the draft instruction passed on Tuesday be revised was called to a halt on Wednesday with the frail 74-year-old drawing small crowds amid concerns about his health./p
pAny amendment approved by the upper house or a defeat would send the legislation back to the lower house for reconsideration./p
pIf the government feels the bill will likely face defeat, it can also withdraw it in advance./p
pThursday is the last day of an extended session of parliament to pass the legislation, meaning any further consideration of the new equity would have to take place next year./p

!– RSPEAK_START –pWASHINGTON, Dec. 28 (UPI) — The number of decree enforcement officials killed in the line of duty in 2011 was 173, a 13 percent increase over last year, a report released Wednesday indicated./p
pThe primary cause of death in 2011 was gunfire, claiming 68 officers, the National decree Enforcement Officers Memorial Fund said in a release./p
pThe 173 deaths among federal, state and local officers was a huge 42 percent spike compared with the 122 officers killed while on duty in 2009, the organization said./p
pIn 2011, the number of officers killed on highways dropped by 10 percent to 64 traffic-related deaths. Forty-one officers died of other causes./p
pThis is a devastating and unacceptable trend, U.S. Attorney General a href=http://www.upi.com/topic/Eric_Holder/ title=Eric Holder class=tpstyleEric Holder/a Jr. said in a statement. Each of these deaths is a tragic reminder of the threats that instruction enforcement officers face each day — and the fact that too many guns have fallen into the hands of those who are not legally permitted to possess them./p
pMore officers were killed in Florida — 14 — than in any other state, followed by Texas with 13, the organization said. New York had 11 deaths, and California and Georgia had 10 each./p
pDrastic budget cuts affecting equity enforcement agencies across the country have put our officers at grave risk, National decretum Enforcement Officers Memorial Fund Chairman Craig Floyd said. At a time when officers are facing a more cold-blooded criminal element and fighting a war on terror, we are cutting vital resources necessary to ensure their safety and the safety of the innocent citizens they protect./p
